12-plus-ton project participants discuss the project’s progress status with business leaders

On September 15, 2015 Albert Eganyan, VEGAS LEX* Partner, Chairman of the Board of Partners, moderated a roundtable discussion of the introduction and operation of an intellectual tolling system for vehicles heavier than 12 metric tons aimed at compensating for the damage they do to the surface of federal roads (the 12-plus-ton project)*.

The planned system is unique in terms of the length of the roads it will cover (more than 50,000 kilometers of federal road of general use). The discussion focused on its current status and the timeframe for the basic elements of the automated toll collection system ("PLATON") going into service, the payment options and the required registration procedures for the system users.

The new tolling system for 12-plus-ton vehicles is to be introduced from November 15, 2015 in accordance with a relevant law. Preliminary calculations show that the project will yield an income of around RUR1 trillion to the federal budget over the period of implementation. To optimize the process of vehicle registration, a round-the-clock call center opened on September 14, and 29 information support centers will be deployed in the Central Federal District by the time the system goes on stream.**
