The Russian PPP Week 2015* will be hosted at the Rossiya Segodnya’s International Multimedia Press Center from March 17 to 20, with support of the VEGAS LEX law firm.

VEGAS LEX’s Albert Eganyan, who chairs the Partners’ Council and heads the InfraOne board of directors, will moderate the opening plenary discussion – The anti-crisis plan for infrastructure development. The participants will discuss the immediate plans and most effective ways of infrastructure development amid the current economic instability.

The speakers will include Minister for Open Government Mikhail Abyzov, head of the PPP Committee at the Russian Chamber of Commerce and Industry Pavel Seleznyov, Deputy Minister of Construction, Housing and Utilities Andrei Chibis, Managing Director, Head of Infrastructure Projects  and Project and Structured Finance at  Gazprombank Pavel Brusser, CEO of the Russian Direct Investment Fund (RDIF) Kirill Dmitriyev, President of the Chamber of Commerce and Industry Sergei Katyrin, Ulyanovsk Region Governor Sergei Morozov, and Udmurtian leader Alexander Solovyov.

Mr. Eganyan will also moderate the panel discussion PPP in Moscow: what can the capital offer private investors? and the strategic panel Promising transport infrastructure PPP projects in the Russian Federation.

Head of VEGAS LEX PPP and Infrastructure Practice will take part in the legal debate Legislative regulation of PPP: trends and tendencies, and Head of Aviation and Airport Development Group will moderate the panel discussion Airports as a regional development growth points.

Other important issues to be discussed this year include amendments to the laws on concessions to come into force in 2015, private initiative mechanisms, the possibility of a federal law on PPP adopted any time soon, federal subsidizing of regional PPP projects, and possibilities for obtaining state government guarantees. A special focus will be given to drafting relevant regulatory acts and building an effective system for managing public-private partnerships at both the federal and the regional levels. **

The events will be attended by representatives of the Russian government and parliament, the concerned ministries and government departments, regional and municipal leaders, representatives of local elected authorities, key investors and consultants, experts from development institutions, from the academic community and public organizations.
