YAKUTSK ECONOMIC FORUM “RUSSIAN MEGAPROJECTS”On 6–7 September, 2008, the city of Yakutsk hosted the Yakutsk Economic Forum “Russian Megaprojects”, organised by the Government of the Republic of Sakha with the support of the Ministry for Regional Development of the Russian Federation. The participants in the event included associates of the law firm Vegas Lex – Albert Eganyan, Managing Partner, and Dovran Garagozov, Advocate and Senior Attorney of the Department for Infrastructure and Transport Projects. The main aim of the event was successfully achieved – the forum provided scope for professional dialogue among heads of federal and regional state authorities and Russian and foreign investors participating in implementation of the most promising investment projects. The forum participants also had an excellent opportunity to discuss the specifics of applying public-private partnership mechanisms for comprehensive territorial development. Albert Eganyan spoke at several sessions and discussions of the forum: - at the session “Energy of mega-projects in the regions of Russia”, giving a speech entitled “Unblocking of regulatory restrictions on existing and promising forms of PPP”; - at the “Conference on aspects of implementing comprehensive investment projects for territorial development” with a speech entitled “The current status and potential of the legislation in the sphere of PPP: regulatory restrictions and project risks”; - providing an expert opinion during the discussion at the “Conference on lifting the restrictions on economic growth of the constituent entities of Siberia and the Far East”. Dovran Garagozov, advocate and Head of the Department for Infrastructure and Transport Projects, presented the participants with a report on the subject of “Port special economic zones: opportunities and risks” at the conference entitled “Aviation of the East of Russia: restrictions and spheres of development”. |
