In November 2010 VEGAS LEX Law Firm has started a new project to provide legal support for the comprehensive territory development of «Ivanovskiye ozera», the first and unique Recreational Park with 11 000 ha for area of land in the Republic of Khakasia. The Developer of the project is "Country Format Company".

VEGAS LEX team of experts ran legal analysis of the federal and local legislation in the sphere of  development and functioning of the tourist-recreational zones, determined and advised on PPP instruments with regard to the projected types of services and the scope of infrastructural development, identified possible legal risks and obstacles to the project implementation and created an action plan. As a result of this extensive research a report was presented to Country Format Company 25 November 2010.

The core project team was comprised of PPP and Infrastructure practice attorneys: senior attorney and manager of the project, senior attorney-analyst, Ayana Akhmedova (junior attorney).

According to the Khakasia governmental press-release, the main aim of «Ivanovskiye ozera» territory development project is the stimulation of tourist activity and skiing industry as well as the preservation of the unique high mountain landscape, relict plants and animal kingdom of the region.

«Ivanovskiye ozera» - is one of the most famous and beautiful places in Khakasia. The chain of 10 highland lakes, number of waterfalls and the complex pick of the mountain Bobrovaya, where even in summer downhill skiers have an opportunity to practice their skiing skills, will integrate into one unique Park. The hills of the mountain are covered with different types of rare plants, which are recorded in Red Data Book of Russia.

The project will follow a new format called ‘new country', which reflects three futures: implementation of the new technology that encompasses the principles of stable development; deep integration into the nature and maximum living and rest comfort.
