On 2 April law firm VEGAS LEX held a roundtable discussion in Samara on «Optimization of energy costs. Legal instruments» for the major regional power-consumers.
The roundtable was attended by the Head of the Department of Electricity from the Russian Ministry of Energy Andrey Maksimov, the Head of the Department of Electricity of the FAS of Russia Andrey Voronin, Deputy Minister for Energy and Utilities of Samara region Konstantin Kotikov, Deputy Head of Samara UFAS Marina Shabanova.
Representatives of public authorities described the practical application of regulations in the field of electricity by their services, talked about recently adopted laws and upcoming innovations. Also they gave practicalrecommendations to power consumers on how their expenses might be reduced.
In their turn, the experts of VEGAS LEX spoke about the new opportunities for the enterprises created by the rules on regulation of the retail electricity markets. Also an issue was raised concerning the possible benefits and risks related to the consumers leaving their guarantee suppliers for independent power supply companies and to the consumers entering the wholesale power (capacity) market.
An intense discussion broke out on the technological connection and the availability of the energy infrastructure in general. Given the fact that roundtable was attended by representatives of the grid organizations, major consumers in the region and state regulators, the participants managed to consider the issue from differen angles.
