The conference "Implementation of development projects in Russia" was held on June 7, 2013; law firm VEGAS LEX was its general partner.
The event was organized by a Russian daily newspaper The Moscow Times.
The experts focused on the major difficulties which arise between the government authorities and investors, and namely: with regard to construction of infrastructure, obtaining technical design assignment, availability of the relevant executive orders.
The event was moderated by the partner, head of the Real Estate. Land. Construction practice of VEGAS LEX Igor Chumachenko. The experts reported on the scheme of executive agencies of Moscow relevant to implemnetation of investments projects and the structure of contractual mechanisms for implementation of infrastructure projects.
The special guest of the first part of the event was Konstantin Timofeev, the chairman of the Moscow Committee for Implementation of Construction Investment Projects and Co-investment Agreements, who focused on the usage of budgetary and non-budgetary funds for construction of infrastructure, the rights to completed constructions and the share of the city in the development projects.
The second part of the conference was dedicated to the position of the Supreme Arbitrazh Court of the RF with regard to problematic issues of investment contracts and the impact of such position on the investments into the sphere of construction. Apart from that special priority was given to the past arbitration court rulings in the sphere of investing and building activities, land lease contracts, as well as dispute resolution issues. The senior associate of the Real Estate. Land. Construction practice of VEGAS LEX spoke about special procedure for allocation of the land plots for the construction.
The participants of the discussion were: Pavel Perepelitsa, deputy director of the Department for Development of New Territories of Moscow, Dmitroy Grinin, vice-president, director of the legal department, member of the board of Hals-Development,Valentina Stanovova, the first vice-president of Capital Group, Maxim Gasiev, president of PSN Group, as well as representatives of the SAC RF and others.
The experts focused on the investment contracts and transactions in Moscow, discussed the peculiarities of comprehensive development, spoke about the types of interaction with the administration of the capital in order to increase the investment appeal.
The issues on structuring the relations between the government authorities and developers when implementing the investment projects provoked an intense discussion with participation of representatives of Moscow City Government, business and consultants as they have significant social implications for the city.
