VEGAS LEX on the myths and reality of the energy efficiency in Russia
On June 26, 2013 in Saint-Petersburg law firm VEGAS LEX in co-peration with the publishing house Kommersant and Teplokom Holding held a round table discussion on the topic "The energy efficiency in Russia: myth or reality?" for major regional enterprises, business associations and industry-specific unions.
The participants of the round-table talks were: the Head of the Department of the Electric Power Industry Development of the RF Ministry of Energy Andrey Maximov, the Head of the Administration of Fuel & Energy Complex and Consumer Market Development of the Committee on the Tariff Policy of Saint-Petersburg Alexey Radko, the Head of the Administration of the Long-term Development of the Energy and Engineering Support Committee of the Administration of Saint-Petersburg Anatoliy Tarasov, the Head of the Fuel and Energy Group of VEGAS LEX Alexander Lavrentyev, Director for Regional Development, partner of VEGAS LEX, the Chaiman of the Industrialists and Entrepreneurs Association of Saint-PetersburgSergey Fyodorov, the chairman of the board of directors of the Trading House Teplocom Holding Boris Lapenok, expert of the Committee on the Economic Policy, Innovative Development and Business of the RF State Duma Alexander Olkhovskiy. The experts discussed with the audience the legislation of the RF on the energy efficiency and the major problems when such legislation comes into effect, the issues on the tariff policy in the sphere of energy consumption, the practice effect of the regional programmes of energy saving and energy efficiency, obstacles for introduction of green standards and examples of successful practical application of the energy efficiency technologies. The topic of the level of support provided by the state represented by its regional agencies to the business community with regard to anergy saving and energy efficiency provoked the most heated discussion.
