The International Aviation and Space Salon MAKS-2013 opened in Zhukovskiy in the suburbs of Moscow at the aerodrome of Gromov Flying Reseach Institute on 27 August 2013.  One of the key events of the Moscow Governemnt Business Program at MAKS-2013 was a conference "Moscow Aerotropolis - development issues".  The co-head of the  PPP and infrastructure practice  of law firm VEGAS LEX spoke at the conference.

The conference discussed the current issues and the future of the Moscow Air Hub, whose model of development is being designed by the Consortium of advisors headed by VEGAS LEX. In particular, the participants spoke about the projected growth of the air carriage, the ground-based airfield infrastructure, mechanism for investments attraction into the development of airfield infrastructure, air traffic management, external transport infrastructure, innovations in the development of airports.

Expert hold a speach dedicated to the "Strategic aspects of Moscow Air Hub development" and spoke in detail about the projected passenger flow in the MAH by 2030 and legal models of concession agreements with regard to airdrome property of the MAH airports.

On December 27, 2012, the working group of the Government of the RF chaired by the First Vice Prime Minister Igor Shuvalov has specified the members of the consortium for the design of the Moscow Air Hub development project. The consortium is made up of the law firm VEGAS LEX, Lufthansa Consulting, the First Infrastructure Company InfraONE, ARUP, Branch of the Aeronavigation R&D establishment of the Federal State Unitary Enterprise the State R&D Establishment for the Commercial Aviation.
