On November 15, head of the PPP and Infrastructure Practice at VEGAS LEX, spoke at the conference Public-Private Partnership: Implementing Investment Projects, part of the 10th Annual Federal Investment Forum.
The event was organized by the Securities Market (RCB) magazine.
In his presentation, the VEGAS LEX expert analyzed the recent tenders held in compliance with the Federal Law No. 115-FZ of July 21, 2005, On Concession Agreements as well as other competitions and auctions leading to the transfer of ownership and use of public property.
The participants discussed how the PPP law influenced PPP projects’ implementation in Russian regions; the improvement of control and transparency of PPP projects to attract institutional investors and include concession papers in the Central Bank’s Lombard list; the current problems and future development of PPP projects in the housing and utilities sector; PPP mechanisms in the development of the Universal Electronic Card project and other socially important services; and the experience of implementing investment projects in various regions.
Yury Sizov, chairman of the Infrastructure Projects Council at the National Securities Market Association (NSMA) and first deputy CEO of Leader Asset Management, moderated the conference. The speakers included Vitaly Maksimov, chairman of the board of directors of the company Transproekt, Sergei Sivayev, director of the Urban Economy Department at the Institute for Urban Economics Foundation, and Natalya Kaurova, project manager at Sberbank’s Directorate for the Universal Electronic Card and Housing and Utilities Projects.
