VEGAS LEX on legal ways to ensure accessibility of infrastructure

The discussion focused on the current rules for connecting to power grids, the gas distribution system and water supply networks.

VEGAS LEX Partner moderated the event.

The first part of the roundtable featured reports by Andrei Maksimov, head of the legal framework development division at the Energy Ministry’s Power Generation Development Department, Viktoria Multanovskaya, head of the energy control division of the Federal Anti-Monopoly Service’s Department for St. Petersburg, and deputy head of the FAS Department for St. Petersburg Gleb Konnov. The experts spoke about their agencies’ experience in applying the most recent tariff and anti-monopoly regulations in the power, gas and water supply segments, and about some planned legislation in this sphere. They also answered questions from the audience.

During the second part of the discussion, Yuriy Tatarinov, Senior associate at VL Energy Projects Practice discussed ways to minimize risks while implementing resource suppliers’ and grid companies’ investment programs and public agencies’ targeted programs.

Finally, the speakers cited examples of risks such as overpaying for technological connection to power utilities, connection to gas grids at the expense of redistribution of volume and capacity, and inappropriate charges for connection to the water supply system.

Members of the business community of St. Petersburg and the Leningrad Region actively joined the discussion. Mikhail Yerofeyev, general director of the Ust Luga Multimodal Complex logistics company, discussed factors that are hindering the development of industrial parks, and Alexander Lazukov, director of the Marienburg Industrial Park Project, named problems that face consumers seeking to connect to the utilities infrastructure.
