VEGAS LEX On Potential Of Moscow Transit HubsThe conference was devoted to the large-scale construction of transit hubs planned by the Moscow Government this year. The participants discussed where and when new transit hubs will be built, what requirements government agencies, investors and passengers have for these new hubs, and how to attract investors to transport infrastructure projects. Both sessions of the conference were moderated by Igor Chumachenko, VL Partner and head of the Real Estate, Land & Construction Practice. The presentation he made as part of the business program focused on the legal aspects of government-business interaction while building transit hubs. The expert described the new hubs’ specifics, the types of applicable legal regulations, as well as construction contracts or other possible formats for such projects (such as concession agreements, public-private partnerships, government contracts or combinations of the above). Other speakers included Marat Khusnullin, Deputy Mayor for Urban Development and Construction, Konstantin Timofeyev, Chairman of the Moscow Committee for Investment Project Support and Participatory Construction Oversight, Leonid Lipsits, First Deputy Transport Minister of the Moscow Region, Mikhail Grudinin, General Director of the Russian Institute of Urban Development and Investment, Alexei Zotov, Deputy CEO of the Moscow Small Belt Railway, Alexander Ruchyov, President of Morton Group, Vitaly Maximov, chairman of Transproekt company, and others.
