VEGAS LEX and InfraONE at the first session as members of RF Transportation Ministry Investment Coordinating Board
The new Board includes Deputy Minister for Economic Development Sergei Belyakov, Deputy Minister for Finance Andrei Ivanov, Chairman of the State Duma Committee on Property Issues Sergei Gavrilov, Deputy Minister for Industry and CommerceGleb Nikitin, Head of the Federal Marine and River Transport Agency Aleksander Davydenko, Head of the Federal Air Transport Agency Aleksander Neradko, Chairman of the Board of Partners of law firm VEGAS LEX Albert Yeganyan, General Director of OAO Gosudarstvennaya transportnaya lizingovaya kompaniya (State Transport Leasing Company, GTLK) Sergei Khramagin, Executive Vice-President of the Russian Union of Industrialists and Entrepreneurs Viktor Cherepov, Executive Vice-President of OAO Gazprombank Aleksei Chichkanov, and others.
Albert Yeganyan made a report on "Parameters for attracting off-budget investments in transport infrastructure projects in Russia: review and forecast to 2020". The audience was offered case studies for an in-depth review of practical implementation of public-private projects (PPP) in Russia, current environment and forecast of key PPP market trends up to 2020, including programs, main findings and recommendations for maintaining, developing and expanding the PPP market. Irina Blokhina, Managing Director of the first infrastructure company InfraONE, Yevgeni Chudnovsky, General Director of ZAO UK Aeroporty Regionov (Regional Airports Managing Company), and Andrey Elinson, Chairman of the Board of Directors of Basel Aero spoke about opportunities and potential revealed for public and private operators of regional airports by example of the Moscow Air Hub** project. The session was attended by more than 100 key players in the industry, interested in developing Russia's transport infrastructure, such as Vnesheconombank, Sberbank of Russia, VTB Bank, Strategic Initiative Agency, Rosmorport, Federal Air Transport Agency, Russian Railways, Sheremetyevo International Airport, Vnukovo International Airport, Domodedovo Airport Administration, Avtodor, Kamaz, Volgamost and others. Sergei Khramagin, General Director of OAO GTLK, shared his experience of implementing projects using leasing mechanism. The Investment Coordinating Board will create work groups where representatives from federal executive agencies, RF constituents’ executive bodies, business community, scientists and independent experts can join efforts to analyze socio-economic implications of the resolutions passed by the Board on issues within its purview. Shuvalov a completed model of the Moscow Air Hub. (MAH).
