On October 14, experts of the VEGAS LEX law firm participated in the fifth international specialized exhibition and forum Road 2014.

Albert Eganyan, Chairman of the VL Board of Partners, and Mikhail Kornev, Associate of the PPP & Infrastructure Practice, spoke at two roundtable sessions:

• The financial and legal aspects of implementing public-private partnership projects;

• The Russian Federation’s Road Funds and effective mechanisms for public roads development.

Their presentation focused on drafting a package of methodologies for the implementation of investment projects in the road construction industry, including PPP projects.

The VEGAS LEX experts spoke about the goals, importance and results of research on the issue. They analyzed international experience in implementing investment projects in road construction and maintenance, and proposed investment mechanisms applicable in this sphere. They spoke about drafting methodology documents for road construction projects and testing these documents.

The event was attended by Grigory Prokuronov, deputy head of the Federal Road Agency; Igor Kostyuchenko, director of the public roads policy department at the Transport Ministry; Sergei Ten, deputy chairman of the State Duma Committee on Transport; Igor Starygin, Director General of the RADOR Association (Russian Association of Territorial Road Governing Bodies); and other officials.

The participants discussed the results of the meeting of the State Council Presidium on improving Russia's road network for comprehensive development of Russian regions; the outcome of the Russian Road Funds’ work in 2012-2014; and longterm prospects of the federal government’s commitments in the public roads industry. They also discussed the need to improve the legislation regulating the public road system; subsidized road construction in rural areas; and legal and financial aspects of implementing PPP projects in Russian regions. **
