Bona fide competition in power generation: practical issues discussed at FAS workshopThe workshop on bona fide competition in the power generation industry, jointly organized by the VEGAS LEX law firm, the Federal Anti-monopoly Service (FAS) and its Moscow Region Department, took place on December 4, 2014 at the MGIMO University Economic and Anti-monopoly Regulation Department. It was specifically arranged for the staff of one of Russia’s biggest distribution grid companies, Moesk*. The experts who spoke at the event included:
The participants discussed the practice of limiting or cutting electricity supplies to consumers for various reasons, the principles of consumer payments for off-the-meter and contract-free energy supplies, and ways to assure high quality energy supplies to end users. They also focused on the specifics of procurement by natural monopolies, the possibility of collusion between the bidders, aspects of technological connection to power grids and other issues. The experts expressed their independent views and gave recommendations for anti-monopoly regulation of the Russian energy sector, followed by a brief question-and-answer session. Each participant received a certificate for having completed a professional development program Bona Fide Competition in Power Generation.
