Rosavtodor methodology documents and their application in investment projects in Russian regionsOn February 25, 2016, Head of PPP and infrastructure practice of VEGAS LEX Denis Shtirbu spoke at the first plenary meeting of the workshop The practice of attracting non-government investment to the public road system of Russian regions, organized by the Russian Association of Regional Road Administrations (RADOR). The expert focused on the package of the Federal Road Agency’s (Rosavtodor) methodology documents and their application in investment projects in Russian regions. Mr. Shtirbu spoke in detail about the purpose, structure and content of the methodologies, analyzed their relevance in the current market situation, and gave a comparative analysis of their application in the contest of the private concession initiative.
