Alexander Sitnikov speaks about legislative changes and legal trends in pharmaceutical industry

On March 2, 2015, the 10th conference Pharmaceutical Business in Russia: Pharmaceutical Market Development Scenario for 2015* took place, supported by the VEGAS LEX law firm.

VEGAS LEX Managing Partner Alexander Sitnikov spoke at the session on Shaping a common pharmaceuticals market in the Eurasian Economic Union. Law and business: Regulatory initiatives review about the application of national laws in the pharmaceutical industry and the gaps in the law that need to be filled. He pointed out some bottlenecks in the access system to state procurement, the procurement of medicines that are on the list of brand names that have no substitutes, and the medicine reimbursement system.

He also discussed the largely controversial anti-crisis proposal to introduce parallel imports and mandatory licensing of generic drugs (drugs that are comparable to brand/reference listed pharmaceuticals) used for serious illnesses.

The event was also attended by Timofei Nizhegorodtsev, head of the public services and retail oversight at the Federal Anti-Monopoly Service; Vladimir Shipkov, executive director of the Association of International Pharmaceutical Manufacturers; Dmitry Shchekin, head of the division for coordinating the formation of common markets for drugs and medical products at the Eurasian Economic Commission’s Pharmaceuticals and Medical Devices Department; Yelena Gavrilova, head of the Chemistry, Biotechnology and Medicine Department at the Federal Institute of Industrial Property; Viktor Dmitriyevgeneral director of the Association of Russian Pharmaceutical Manufacturers, and others.

The experts gave a lot of attention to recent legislative initiatives and anti-crisis policies that are now being discussed at the federal government level, and made some very critical statements. **
