The conference, Building the electric power industry's development strategy, took place on March 21, 2016, as part of Russian Business Week 2016, with the support of VEGAS LEX. During his presentation at the event, VEGAS LEX managing partner Alexander Sitnikov discussed the liability of owners of energy companies (generation and grid companies) for failing to maintain a stable energy supply and evaluated this mechanism as a way of stimulating their reliable operation.

Mr. Sitnikov cited a list of problems affecting the reliability of the power system, including those due to regulatory deficiencies. However, he does not think there is a need to create a separate committee on reliability to solve problems. The existing discussion platforms for these problems are good enough, for example, the Non-profit Partnership "Market Council". What is really needed is a roadmap for the development of industry legislation and extensive discussions with active involvement of the judicial community.
