Boosting payment discipline on retail electricity market: energy cutoff

On November 13, 2015 VEGAS LEX Partner, Head of Energy practice Evgeniy Rodin spoke about the existing system of energy supply restrictions at a Moscow workshop, Nonpayments on the retail electricity market: the existing practices and procedures for collecting late payments and tightening of liability. In his presentation, the expert described the practice of cutting off non-paying customers as a way of boosting payment discipline in retail electricity markets, detailed the procedure for imposing such restrictions and the applicable regulatory framework.

The workshop participants also discussed the current practice of debt collection from households, including the legal aspects and specific regional practices, and analyzed the changes in the Civil Code that affect the interaction between power utilities and their consumers on retail electricity markets.
