From March 29 to April 1, 2016, Moscow will host Russian PPP Week, the biggest event devoted to the development of infrastructure and public-private partnership, organized by PPP Development Centre with the involvement of relevant federal ministries, the Chamber of Commerce, the Business Russia association and the Agency for Strategic Initiatives, with the support of the VEGAS LEX law firm.

Albert Eganyan, VEGAS LEX Partner, Chairman of the Board of Partners, will moderate the plenary session “Finding a balance of interests and minimizing the partners’ risks in transport infrastructure projects”. The participants will discuss the situation with the transport infrastructure projects during the period of economic instability.

The following experts are invited to speak at the plenary session: Deputy Prime Minister Arkady Dvorkovich, Russian Transport Minister Maxim Sokolov, Russian Railways President Oleg Belozerov, General Director of High-speed Rail Lines Alexander Misharin, Head of Infrastructure Projects at Gazprombank Pavel Brusser, Director General of Administration of Civil Airports (Airfields) Mikhail Zherebtsov, Chairman of the Board of the Russian Highways State Company Sergey Kelbakh, head of the Federal Road Agency Roman Starovoit and others.

Head of PPP and infrastructure practice Denis Shtirbu will speak in the sessions “13 bylaws: instructions for use” and “Stress test of projects applying for funding from the federal road fund”. The stress test will include considering the main economic and financial measurements of projects pre-selected by the Federal Road Agency, as well as organizational and legal models for such projects and the possible risks that may arise in their implementation.

The key issues to be addressed at the convention include: enforcement of the federal PPP law (224-FZ), encouraging the use of PPP projects in Russian regions, the possible funding mechanisms, ensuring the quality of project preparation, assessment of budgetary efficiency and comparative advantages of PPP projects, and measures to support private investors. The convention will bring together representatives of public authorities, leading Russian and foreign experts on attracting investments, infrastructure and public-private partnerships, private business leaders and representatives of the banking and finance community*.

The PPP Week events will be attended by representatives of the Presidential Executive Office, ministries and departments of the Russian Government, the Federation Council, the State Duma, heads of banks and leading companies, representatives of the expert community, academia, non-governmental organizations and the media.
